State agency for metrological and technical surveillance
SAMTS

SAMTS MISSION

The mission of State Agency for Metrological and Technical Surveillance (SAMTS) is to contribute, by means of its activities, to implementation of the national strategic goal: Bulgaria to be a country with sustainable growth, competitive economy and favorable business environment, by keeping the public interest through:
  • Protection of human life and health, consumer interests and environmental protection;
  • Ensuring equal conditions preventing from unfair competition;
  • Support of the functioning of the national conformity assessment system;
  • Effective and efficient market surveillance, metrological supervision and technical inspection.

Strategic objectives:
  • To carry out the SAMTS activities in order to achieve the objectives to the Law on technical requirements for products, Law on consumer protection, Law on ambient clean air, Law on measurements, Law on automobile transport, Waste management act, Law on Environmental protection, Law on medical devices, Renewable and alternative energy sources and biofuels act by ensuring the necessary administrative capacity;
  • Protection of society and environmental against dangerous and non-complying with the essential requirements industrial products, incorrect measuring results and liquid fuels of poor quality;
  • To guarantee identical conditions for placing on the Bulgarian market products (within the scope of SAMTS competency) as a part of Single European Market.

Middle-term objectives – 2008 – 2010:
  • Improvement of administrative capacity for full legislative implementation, including new adopted and updated legislation;
  • Successful usage of pre-accession and structural funds for continuing administrative and technical SAMTS capacity building;
  • Ensuring the support to Bulgarian notified bodies in order to their survival on the European market of certification services;
  • Ensuring quality control of alternative liquid fuels for which requirements have been set;
  • Strengthening and increasing the activity of persons, licensed for technical inspection and improvement of interaction with them.

Short-term objectives – 2009:
  • Enhancement of efficiency and effectiveness of surveillance activities and related to them administrative activities;
  • Timely implementation of the EU acquis in the field of New Approach, Legal metrology and Quality control of liquid fuels;
  • Establishing organization and undertaking activities for implementation of Regulation 765/2008 and Regulation 764/2008 and the newly implemented legislation in the EU;
  • Increasing the market surveillance activities related to measuring instruments;
  • Carrying out effective control of the registered services for tachographs;
  • Assistance and support to the functioning of the national conformity assessment system;
  • Developing and strengthening contacts with similar administrative structures in the EU countries and in the region;
  • Development of the system for financial management and control;
  • Successful execution of tender procedures related to the Program PHARE projects and activities and contract for implementation of project to the Operational Program “Development of the Competitiveness of Bulgarian Economy 2007-2013” for the period 2009-2010;
  • Reduction of high-risk equipment nomenclature whose technical inspection is carried out by SAMTS;
  • Removal of permissions for conducting training courses for qualification related to high-risk equipment servicing.
