PROSAFE is the JA coordinator. JA2016 has a duration from 26 months \/from 01.09.2017 to 30.10.2019\/ and includes 11 working packages. SAMTS has participation in 8 of these working packages.<\/p>\n<p>There are several product-oriented activities and horizontal activities in the project. The horizontal activities includes the following working packages: WP1 &#8211; Management; WP2 &#8211; Dissemination of information; WP3 &#8211; Risk Assessment; WP4 \u2013 CIMS.<\/p>\n<p>The product-oriented activities with SAMTS participation are refer to the following product groups: WP8 Toys \u2013 electrical, WP9 Household Electrical Appliances \u2013 Hair care, WP10 Power Tools 3 \u2013 Impact Drills, WP11 PPE &#8211; Climbing Equipment.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The specific actions under the joint action 2016 are:<\/strong><\/p>\n<p><strong>WP1 &#8211; Management <\/strong><strong>\u00a0<\/strong><\/p>\n<p>Participants: PROSAFE, Social Ministry, FPS Economy, CCP, SAMTS, MINGO, CCPS, EMS, CTI, CBP, TUKES, DGCCRF, MEBW, STMUV, Bremen, OFR, ROGA, MDC, CA, CCPC, CRPC, SCRPA, ILNAS, MCCAA, DSB, UOKIK, DGC, NACP, STI, AECOSAN, SNESB<\/p>\n<p>The PROSAFE Office, assisted as appropriate by consultants and the participant member-states, will ensure the overall project management. Project coordinators will coordinate the individual product-specific activities; the project management activities associated with them and the method development activities. The main tasks will be: to organise the programme meetings, do the overall coordination of the different activities, collect and share results from Member States, monitor the operation of the programme, participate in outreach activities, draft and produce reports, memos and notes.<\/p>\n<p>The carrying out of horizontal activities of JA2016 will allow coordination with other product-specific Joint Actions currently undertaken. The best practices developed within the previous Joint Actions will be improved and applied throughout JA2016.<\/p>\n<p>Practically this work package will ensure the coordination of communications activities and with respect to the other horizontal issues mentioned above.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>WP2 &#8211; Dissemination of information <\/strong><\/p>\n<p>Participants: PROSAFE, Social Ministry, FPS Economy, CCP, SAMTS, MINGO, CCPS, EMS, CTI, CBP, TUKES, DGCCRF, MEBW, STMUV, Bremen, OFR, ROGA, MDC, CA, CCPC, CRPC, SCRPA, ILNAS, MCCAA, DSB, UOKIK, DGC, NACP, STI, AECOSAN, SNESB<\/p>\n<p>One of the features of the design of the Joint Action is to ensure that all Member States participating in the Action use the results of all the individual product-specific activities. The use of results will help and ensure the greatest possible geographic coverage of the programme.<\/p>\n<p>Member States activities will be coordinated through the work plan and communications plan that will be drawn up early on in the Action. All Member States will be briefed on the results of all the product activities and will be expected to follow up these results on their own national markets. They will be expected to follow up these results on their own national markets.<\/p>\n<p>The follow-up activities can be two-fold: The general information about the results from the action (e.g. statistics of activities and results) will be disseminated through whatever channel each authority finds appropriate (homepages, newsletters, etc.). Specific results for example, test results for one particular product, will be followed up in the market.<\/p>\n<p>A market surveillance workshop will be organised during 2017 to provide a focus for the management and other horizontal activities. This will provide an opportunity to review progress and showcase specific aspects of PROSAFE\u2019s work within the framework of the joint action.<\/p>\n<p>Further to these activities that are focused on external parties, there will be an intense communication internally in the action. The daily communication will be maintained via PROSAFE&#8217;s document management system where documents can be filed and shared between the participants. Further to this, internal bulletins that will be sent via email to all participants a couple of times every year and annual conferences will be organised.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>WP3 &#8211; Risk Assessment <\/strong><strong>\u00a0<\/strong><\/p>\n<p>Participants: STMUV, PROSAFE, FPS Economy, SAMTS, MINGO, CTI, DEPA, DGCCRF, MEBW, OFR, CA, SCRPA, NACP, STI<\/p>\n<p>The risk assessment group has acted as the focal point for all PROSAFE&#8217;s risk assessment activities and has undertaken training of Member States in the practical implementation of the risk assessment methods since 2006. The group also maintains the risk assessment templates and updates the database with probability factors that serve as help for the MS authorities when they want to develop risk assessment scenarios or assign probabilities to the individual steps in a scenario. The risk assessments templates developed for each product serve to identify best practices that can be used at the national level even after the Joint Action has been completed.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>WP4 \u2013 Continuous<\/strong> <strong>Improvement of Market Surveillance (CIMS)<\/strong><\/p>\n<p>Participants: MCCAA, PROSAFE, SAMTS, MINGO, DGCCRF, CA, SCRPA, UOKIK, STI<\/p>\n<p>The CIMS review process provides a platform for Member States to have a particular peer review of their organization and to propose improvements or solutions to an identified area within their market surveillance activities. Additionally, the peer reviewers will also gain from this experience by identifying and learning from best practices of the host authority itself.<\/p>\n<p>The following tasks have been identified:<\/p>\n<ul>\n<li>Carry out and report two CIMS reviews.<\/li>\n<li>Communicate the CIMS Reports to all other market surveillance authorities by uploading them into the restricted area of the PROSAFE website. Continue to update and improve the way CIMS Reviews are carried out amongst market surveillance authorities.<\/li>\n<\/ul>\n<p><strong>WP8 &#8211; TOYS &#8211; ELECTRICAL <\/strong><strong>\u00a0<\/strong><\/p>\n<p>Participants: CCPS, PROSAFE, FPS Economy, SAMTS, CTI, CBP, DGCCRF, MDC, CA, CRPC, SCRPA, MCCAA, UOKIK, STI, AECOSAN, KEMI<\/p>\n<p>Toys are again being proposed as a class of product due to the importance of this particular sector. It is clear that this is a significant product group. The selection of the specific product resulted from a priority-setting exercise that was initiated within the framework of JA2013. The Toys priority list will be confirmed or further updated by this working group as appropriate.<\/p>\n<p>Within the framework of the Joint Action the focus of the work will be upon electrical toys. This work will include surveillance activities, product testing, risk assessment of the products tested and eventual action needed to be taken.<\/p>\n<p>Appropriate test methods for the other products will be identified as needed depending on the products sampled.<\/p>\n<p>The group will initially discuss and come up with a preliminary risk analysis of such electrical toys, identifying the main risks and in which particular areas the working group would like to focus its attention, taking also into consideration any budgetary constraints related to testing and also any other possible risk factors which may not be stated above but which could be of particular importance in relation to such electrical toys.<\/p>\n<p>The activity will go through the following phases:<\/p>\n<ul>\n<li>Risk and market analysis to uncover the nature of the market and the risks posed by the product group. The analysis includes factors such as number of actors on the marketplace, their sizes and maturity, the relative share of import and manufacturing, number of products on the market, annual sales, injury statistics, research data, results from previous activities and knowledge of emerging hazards.<\/li>\n<li>Identify sampling criteria. The participants will decide on how the Member States shall carry out sampling. This phase also includes developing of checklists and\/or guidelines for the Member States.<\/li>\n<li>Sample products. The Member States will visit manufacturers, importers, wholesalers and retailers to sample products. Where appropriate samples may be taken online. This will be coordinated and reported back to the Joint Action.<\/li>\n<li>Test products at a laboratory. This includes the organisation of the testing.<\/li>\n<li>Risk assessment. The Member States will discuss a common set of principles for risk assessment and then carry out the risk assessment for the sampled products.<\/li>\n<li>Follow-up on non-compliant products and exchange information on follow-up activities. The Member State authorities will consult the economic operators on the results from the risk assessment, and agree on appropriate measures and follow-up that these are implemented.<\/li>\n<\/ul>\n<p><strong>WP9 &#8211; Household Electrical Appliances <\/strong><strong>(<\/strong><strong>Hair care<\/strong><strong>)<\/strong><\/p>\n<p>Participants: UOKIK, PROSAFE, SAMTS, MINGO, EMS, CTI, TUKES, DGCCRF, CRPC, SCRPA, MCCAA, NACP, STI, AECOSAN, SNESB<\/p>\n<p>Household electrical appliances are again being proposed as a class of product due to the importance of this particular sector. It is clear that this is a significant product group. The selection of the specific product resulted from a priority-setting exercise that was initiated within the framework of JA2015. The electrical appliances priority list will be confirmed or further updated by this working group as appropriate.<\/p>\n<p>Within the framework of the Joint Action the focus of the work will be upon hair care products. This work will include surveillance activities, product testing, risk assessment of the products tested and eventual action needed to be taken. Appropriate test methods for the other products will be identified as needed depending on the products sampled.<\/p>\n<p>In addition, for these kind of products it is of particular importance to know how the products are judged on LVD compliance by the manufacturer. Therefore, the EC declaration of conformity and the relevant parts of the Technical\u00a0 File (TF) will also be verified.<\/p>\n<p>The participants will carry out coordinated market surveillance in their national markets. The project comprises 6 project meetings (including a 2-day meeting with the participation of stakeholders), testing of an estimated 105 products with the results being presented at the final conference of the Joint Action.<\/p>\n<p>The activity will go through the following phases:<\/p>\n<ul>\n<li>Risk and market analysis to uncover the nature of the market and the risks posed by the product group. The analysis includes factors such as number of actors on the marketplace, their sizes and maturity, the relative share of import and manufacturing, number of products on the market, annual sales, injury statistics, research data, results from previous activities and knowledge of emerging hazards.<\/li>\n<li>Identify sampling criteria. The participants will decide on how the Member States shall carry out sampling. This phase also includes developing of checklists and\/or guidelines for the Member States.<\/li>\n<li>Sample products. The Member States will visit manufacturers, importers, wholesalers and retailers to sample products. Where appropriate samples may be taken online. This will be coordinated and reported back to the Joint Action.<\/li>\n<li>Test products at a laboratory. This includes the organisation of the testing.<\/li>\n<li>Risk assessment. The Member States will discuss a common set of principles for risk assessment and then carry out the risk assessment for the sampled products.<\/li>\n<li>Follow-up on non-compliant products and exchange information on follow-up activities. The Member State authorities will consult the economic operators on the results from the risk assessment, and agree on appropriate measures and follow-up that these are implemented.<\/li>\n<\/ul>\n<p><strong>WP10 &#8211; Power Tools 3 \u2013 Impact Drills <\/strong><\/p>\n<p>Participants: PROSAFE, SAMTS, MINGO, MEBW, Bremen, ROGA, CRPC, SCRPA, MCCAA, UOKIK<\/p>\n<p>Work on Power Tools has begun within the framework of JA2014. One of the deliverables from JA2014 was a priority list. The Power Tools priority list will be confirmed or further updated by this working group as appropriate. The work to be undertaken will include surveillance activities, product testing, risk assessment of the products tested and eventual action needed to be taken. Appropriate test methods for the other products will be identified as needed depending on the products sampled.<\/p>\n<p>The participants will carry out coordinated market surveillance in their national markets. The project comprises 6 project meetings (including a 2-day meeting with the participation of stakeholders), testing of an estimated 105 products with the results being presented at the final conference of the Joint Action.<\/p>\n<p>This work will of course be closely coordinated with the groups working on standards concerning Power tools. The Joint Action will support the work with the definition and checking of the test methods, the reproducibility of the tests, etc.<\/p>\n<p>The activity will go through the following phases<\/p>\n<ul>\n<li>Risk and market analysis to uncover the nature of the market and the risks posed by the product group. One of the main objectives of the activity is to draw up a priority list. This is necessary as the scope of this product sector is far too broad for a single product activity.<\/p>\n<p>Climbing equipment has been chosen as the first specific product class to be addressed during JA2016 as a result of the general priority-setting exercise for the Joint Action carried out amongst the Member States. This work will include surveillance activities, product testing, risk assessment of the products tested and eventual action needed to be taken.<\/p>\n<p>Appropriate test methods for the other products will be identified as needed depending on the products sampled.<\/p>\n<p>The participants will carry out coordinated market surveillance in their national markets. The project comprises 6 project meetings (including a 2-day meeting with the participation of stakeholders), testing of an estimated 210 products with the results being presented at the final conference of the Joint Action.<\/p>\n<p>This work will of course be closely coordinated with the groups working on standards concerning PPE tools.
