Scope of activities:

Directorate General “Supervision of dams and related facilities”:

1. controls the measures applied for keeping the dam walls and related facilities in good technical condition and for ensuring their safe exploitation;
2. controls the implementation of activities for immediate decommissioning of dam walls and/or related facilities, which are in pre-emergency condition, until their technological and constructive safety is recovered or for demolition of such dam walls and/or facilities in case their recovering and reconstruction are inexpedient;
3. provides the owners of water management systems and hydro-technical facilities including dam walls and/or related facilities, tailings ponds and sludge ponds an information system developed by SAMTS according to an Ordinance issued by the Minister of economy and industry on the proposal of SAMTS president;
4. controls the implementation of: the prescriptions of the commissions under Art. 138a, para. 3 of the Water act, the measures for ensuring good technical condition of the dam walls and related facilities and their safe exploitation; the activities for decommissioning and/or liquidation of dam walls and related facilities under Art. 145 para. 2 of the Water Act;
5. gives mandatory prescriptions  to the owners of dam walls and/or related facilities in accordance with its powers under the Water Act, including for the implementation of measures and activities for the clarification of the technical condition and the conditions for exploitation of the objects under control as well as for setting a time period for their implementation;
6. supports the SAMTS president in carrying out his/her obligations under Art.3, par.2, p.13 and p.13a of the SAMTS Rules of Procedure;
7. detects violations and issues penal decrees in accordance with a special law and the Law on administrative offences and penalties in cases of empowerment of officials by SAMTS president.

• ORDINANCE on the terms and rules for carrying out technical and safe operation of dam walls and related facilities as well as on carrying out control of their technical condition;
• ORDINANCE № РД-04-02 of 25 November 2016 on the terms and rules of usage of an information system for technical condition of dam walls and related facilities, provided by SAMTS.
