DG “Technical Inspection” is a part of the specialized administration within the SAMTS structure. The Directorate General carries out technical inspection of high-risk equipment falling within the scope of ordinances referred to in Article 31 of the Law on technical requirements for products (LTRP) and regulated in point 1 to the Annex 1 to the Ordinance on the terms and procedure for issuing licences for carrying out technical inspection of high-risk equipment and on the procedure for keeping register of the equipment.
DG “Technical Inspection” carries out inspection of placed on the market or put into service high risk equipment and machines for which essential requirements are given in the ordinances referred to in Article 7 of the Law on technical requirements for products excepting those which are offered in places of commerce.

Scope of activity:
- Certifies the following documents for their compliance with the technical requirements, rules and regulations:
- Design and engineering documentation for manufacturing of high-risk equipment for which no ordinances are referred to in Article 7 of the Law on technical requirements for products;
- Technical documentation for repair of the equipment;
- Investment projects of the construction works where high-risk equipment will operate regarding their part relating to this equipment;
- Organizes the registration of persons applying for entering on the SAMTS register of persons carrying out activities related to maintenance, repair and modification of high-risk equipment and issues licenses as well as strikes off these persons from the register and annuls the granted lisenses;
- Keeps a register of persons licensed for carrying out activities related to maintenance, repair and modification of high-risk equipment and publishes information about them in the SAMTS official bulletin;
- Registers high-risk equipment and keeps a file of each piece of equipment;
- Carries out initial, periodic and random checks, inspections and tests of high-risk equipment as well as inspections at the enterprises, buildings and other sites where the equipment is manufactured, installed, maintained, repaired and used, for its compliance with the provisions of the law;
- Coordinates training programs and curricula at schools and training courses for acquiring qualification for servicing high-risk equipment; gives permission for carrying out training courses and issues qualification certificates for servicing high-risk equipment;
- Investigates and analyzes the causes and circumstances for the occurrence of breakdowns and accidents involving high-risk equipment and takes the necessary breakdown prevention measures;
- Implements the following compulsory administrative measures for non-fulfillment of the law requirements:
- Issuing mandatory written prescriptions to owners, employers, officials and other persons;
- Issuing written orders for stopping the work of enterprises and/or of high-risk equipment;
- Organizes the licenses granting of persons applying for entering on the SAMTS register of persons carrying out technical inspection of high-risk equipment; carries out inspections of licensed persons in respect of observing these requirements and fulfilling their obligations according to the Law on technical requirements for products and the Ordinances under article 31, p.1 and article 34, p.2 of the law as well as strikes off these persons from the register and annuls the granted licenses;
- Keeps a register of persons licensed for carrying out technical inspection of high-risk equipment as well as publishes information about them in the SAMTS official bulletin;
- Assists the SAMTS President in exercising methodological coordination of the specialized authorities for technical inspection of the Ministry of transport, information technologies and communications, Ministry of interior and Ministry of defense;
- Carryes out monitoring of high-risk equipment and machinery placed on the market and/or put into service for which essential requirements are given according to the ordinances referred to in Article 7 of the Law on technical requirements for products, except these which are offered in places of commerce, by means of:
- Carrying out checks of placed on the market and/or put into service products for presence of a conformity marking and instruction and/or direction for use in Bulgarian language;
- Carrying out verifications of conformity declaration and of parts of the products’ technical files related to their compliance with the essential requirements to them, and taking test specimens or samples in the cases provided for in the Law on technical requirements for products;
- Issuing prescriptions for prohibiting the distribution and/or use of products, for withdrawal from the market or destroying of the products which do not comply with the essential requirements as well as preparing information about this equipment in order to its presentation to the media;
- Takes part in working groups and projects of the International Confederation of Inspection and Certification Organizations (CEOC International).
- Carries out control for compliance with the requirements for correct and safe technical operation and maintenance of the built-in elements, filtartion and pumps to swimming pools – separate or adjacent to accommodation facilities, within the meaning of the Tourism Act
